Everyone received a step increment with new money of 0.64% being put at the top of the pay schedule.  Total new money was 2.5%

CHANGES TO JOINT RESOLUTION

 

 

Article I Introduction): reflects change of date from June 22, 2009 to date when SSD Board approves resolution

 

Article 5.8 (Rights of the Association): changes notice date from March 15th to May 15 th. This article refers to a member who held an office as President or Vice President for MNEA and is returning to Special School District . Notice of returning to work will be given by May 15 th .

 

Article 9 (Employee Evaluation):

9.1 “ PBE guidelines will be available on the District's intranet and available in Human Resources.. Bound copies of the Joint Resolution will be allocated to SDNEA to distribute to each building/worksite contact .” Previous language stated that the Joint Resolution would be furnished to each employee and available in the Human Resource Department.

 

9.2 “ The Association President will choose Association representations for the committee. The District may choose other committee members. The District and Association President will discuss committee membership .” Previous language stated the Association shall have representation on the committee and the Assistant Superintendent of Human Resources will have final approval of committee members.

 

9.4 added the word members after staff and changed verb tense in the first line. New language will read as follows: “Staff members who believe PBE timelines and/or procedures were not adhered to or who felt factual content referenced in a PBE document is inaccurate should reference the PBE appeal process outlined in the PBE document.”

 

Article 13 (School Calendar/Holidays):

13.5 added or partner district to first line, added of a teacher workday to last sentence

Article 13.5 will read as follows: “Teacher workdays as scheduled in the Special School District and/ or a partner district calendars may be used for participation in workshops, in-services, instructional support activities such as planning, preparing instructional materials, formulating I.E.P.'s, evaluations of student's progress records, etc. Supervisory personnel in collaboration with the staff will determine the specific use of these days. In general, no more than half of a teacher workday will be used for staff development/meetings.”

 

13.6 (New language ) “The special education director if Employees assigned to a partner district will collaborate with said district to determine the use of professional development days to ensure relevancy of topics for SSD Staff. If the director of special education determines a PD day is not relevant then the day will be used for District activities outlined in Article 13.5.”

 

13.7. Changed classes to buildings/sites in first sentence and added new language. Article 13.7 will read: “When the State NEA meeting is held in St. Louis , Special School District buildings/sites will not be in session. Since these are designated workdays, Employees are expected to attend the State meeting or report to their assigned building. Employees will provide prior notice to their supervisor of their intent to attend the NEA conference. Employees assigned to a partner district that does not have students in attendance may attend the local NEA conference. Prior notice guidelines noted above must be followed. The District reserves the right to request proof of attendance for any employee if circumstances warrant.”

 

Article 19 : (Extra Duty)

19.1. Attempts to have stronger language when filling positions for ESY. Article 19.1 will as follows: “The District will first attempt to offer employ ment to qualified full time District Employees who have applied for part-time positions in programs conducted by the District during the summer. In the event that no qualified full-time District Employees are available, the District will employ qualified part-time District Employees who have applied for summer employment. If there are no qualified District Employees who have applied for summer positions the District will employ outside candidates. The District will determine the qualifications of Employees who have applied for summer work based on the criteria outlined in Article 19.1.2.”

 

19.2.1 (SNAP/Homebound): Added stronger language pertaining to recruitment. “The District will recruit and interview District Employees for SNAP and Homebound positions.”

 

Article 28 (Assignments and Transfers)

 

28.1   There shall be a written job description for each Employee position. The District shall have the right to change job descriptions as needed. Any proposed change in job description shall be discussed with the Association prior to its implementation .

 

28.2    Annual Assigned Positions

 

28.2.1   The immediate supervisor will assign certified and highly qualified teachers to positions based upon student and District need . Whenever possible, a change in building assignment and or teaching duties within the current building assignment for the following school year will be communicated prior to the March transfer. If circumstances do not allow for notification prior to the March transfer then the Employee will be notified as soon as possible.

 

28.3    Voluntary Transfer

 

28.3.1   The transfer process is designed to facilitate the movement of fully certified and highly qualified staff in a transparent , positive and efficient manner. Voluntary transfer is defined as a change in assigned position as requested by the Employee

 

28.3.2   Employees returning from an approved leave of absence exceeding sixty (60) work days will be assigned to a vacant position available at the time of their return, provided certification requirements are met. Employees returning from an approved leave of absence exceeding sixty (60) working days will be eligible to participate in the transfer event.

 

28.3.3   Voluntary transfers include movement by the Employee through the transfer process to a vacant position.

 

28.3.4   Part-time Employees wishing to transfer to full-time positions must submit a letter of intent to Human Resources.

 

28.3.5   All transfers will occur at the onset of the following school year.

 

28.3.6   Any change in building after an Employee's voluntary transfer has been granted shall be considered an involuntary transfer.

 

 

28 . 8.4    Voluntary Transfer Process

 

28.4.1   . Effective July 1 annually and until April 30 th of each year, all vacancies that are effective the following school year (resignations, retirements, vacancies created by involuntary transfer and new BOE positions) will be posted one time. The monthly postings will begin in February and end in May. The District will advertise vacancies one (1) week prior to the transfer. Positions will be posted on the District's intranet posting board. Postings for transfer positions will be continuous for three (3) days. Upon submission of requests, participants may be interviewed by SSD administration. Component district administrators may participate in the interview. The District may utilize a reference report for Employees that are interested in a voluntary transfer. Reference reports will be destroyed after completion of the transfer opportunities. An Employee may ask Human Resources to review his/her reference.

28.4.2  Probationary Employees who are fully certified and high qualified may request up to eight (8) voluntary transfers per school year during their second year of employment or after..  All permanent Employees are eligible to request up to eight (8) transfers per year according to the following guidlines:

1.  Employee's certification and skills

2.   Performance Based Evaluation Data

3.   Highly Qualified status

The two (2) most senior Employees who request a voluntary transfer will be offered an interview. The District will complete interviews for internal candidates prior to interviewing external candidates. Transfer requests in excess of eight (8) will not be considered.

 

  28.4.3    Prior to the next posting period, interviews will be completed and candidates will be notified in writing /or e-mail regarding the final status of their transfer request by HR.

 

28.4.4 An Employee may submit a written request for administrative reassignment. Said request must include the reason and be submitted to the Assistant Superintendent of Human Resources. The District will have discretion in granting or denying any such request. The Employee may refuse the District's re-assignment offer and remain in their current assignment.

 

28.5    Involuntary Transfer Process

 

28.5.1  An involuntary transfer is defined as a change in building (s) that the Employee did not request.

28.5.2   When an involuntary transfer is needed, the District will determine

The involuntary transfer based on the following sequential order: certification, programneed, employee volunteer(s) , and reversed district seniority

 

28. 5.3   An involuntary transfer shall be made only after consultation between the Employee involved and the immediate supervisor, at which time the Employee shall be notified of the involuntary transfer. If requested, the reason will be provided in writing. An Employee may request a meeting with their supervisor to discuss significant changes to their assigned duties.

 

Article 30 (Duration): New language changes the date of Resolution language to July 1, 2010 until June 30, 2011. New language changes the term of the Resolution for salary to July 1, 2010 until June 20, 2011 .

Does Your School Need an SDNEA BULLETIN BOARD?

SDNEA meets with Superintendent and Cabinet.

Did you know that each month your Association meets with the Superintendent to discuss the issues of the day.  You are encouraged to view a copy of the issues discussed and what the response has been so far.

Your 2009-2010 NEA membership materials have been mailed out through inter office mail. ( If you did not get a packet call the office and let us know.)  Look for your new Green Membership Card and be sure to activate it.  Go to the MNEA Members Only web address  Member Card Activation

SDNEA pays a $25.00 finder fee to anyone who enrolls a new member.  There is a membership form in the planner included in the membership packet.  Full-time Professional dues are $32.23/pay period.  Annual dues for an employee new to SSD this year are $268.00/annually or $14.88/pay period.    Payroll deduction of dues is the only way thaT members can pay their dues..  Membership Form.

Caseload may be an issue you want addressed.

You may believe your caseload numbers are too high.  Article 15.2 of the Joint Resolution stipulates that when a SSD teachers caseload "exceeds 90% of the effective DESE guideling limit" ( 54 ), the teacher will notify their area coordinator to review the caseload and to develop an action plan.       • Click here for the CASELOAD CALCULATION WORKSHEET.
